Move out predators
Program summary
In September 2006 the Department of Neighborhoods initiated the Move Out Predator ("MOP") program wherein 30-day nuisance orders are served on registered sexual offenders in violation of the 1000 feet restriction. The Division uses a sex offender registration list maintained by the Lucas County Sheriff's Department to generate nuisance orders that are mailed to both the sex offender and the property owner. The orders direct the offender to relocate within 30 days of receipt of the order. In the event of non-compliance, both the property owner and sexual offender can be subject to criminal charges and face the possibility of 90 days incarceration and/or a fine.

Clean Sweep Toledo
Program Summary
Clean Sweep Toledo is a collaborative effort between the Toledo Police Department, Division of Code Enforcement, Division of Streets, Bridges and Harbor and the Toledo Area Block Watch Association to focus on City of Toledo enforcement activities in the areas of littering, illegal dumping, house stripping, graffiti and illegal parking.
The Clean Sweep Toledo campaign is an aggressive approach to the enforcement of City of Toledo codes that focus on our community’s quality of life. Qualified citizens and groups will be recruited to assist the Clean Sweep Strike Force Team in their efforts to eliminate litter, illegal dumping, graffiti, house stripping and illegal parking.
If you have information that leads to an arrest & conviction for graffiti, illegal dumping or house stripping, you will be eligible to receive a cash award from the Clean Sweep Toledo program. Notice of Liability Progam (NOL)
This program provides an additional enforcement tool to the general inspectors to photograph and issue a civil liability ticket for a public nuisance. Public nuisances are things such as tall grass and weeds, junk, debris, trash and litter on a property, vehicles parked on the grass or without proper licensing. This ticketing process encourages the property owner to bring their property into code compliance. The first ticket carries a fine of $75.00. The second ticket within 2 years carries a fine of $150.00. The third ticket for the same property and every ticket thereafter for a 2-year period of time carries a fine of $300.00. The issuance of an NOL ticket can be appealed by posting a $50 bond and scheduling a personal appearance before the Nuisance Abatement Hearing Board of Appeals. If the nuisance condition is not taken care of, court action is taken as a final step.

General inspectors work in nine geographically defined code enforcement areas. In each area the inspectors enforce City regulations while working with community organizations and property owners to bring properties into code compliance. Each inspector is responsible for enforcing housing, nuisance, and zoning codes. Complaints are received through the "Call City Hall" hotline at (419) 936.2020. Upon receipt of a complaint, each inspector completes an investigation and takes any and all necessary action to abate the nuisance by enforcing code regulations. Enforcement can be in the form of orders to comply, civil liability fines, summary abatement and/or nuisance/ housing criminal charges against the owner of the property.
