The CIP/Debt Management Officer is responsible for the Capital Improvement Program and all Debt Management for the City of Toledo.  

Capital Improvement Program (CIP) 

A Capital Improvement Program (CIP) is a roadmap that provides direction and guidance for the City of Toledo to carefully plan and manage its capital and infrastructure assets. Identifying capital projects and their anticipated funding sources assists in the planning and scheduling of finances for projects and the manpower needed to plan, design, and construct the projects. The CIP promotes coordination of capital projects that are from different program areas but are similar in scope or in the same geographical area of improvement. Examples of projects in the City of Toledo’s 5-Year CIP include street construction, water treatment plant additions/upgrades, wastewater facilities, park improvements and public building construction. These projects are long-term in nature (over one year) to complete and some are financed over a period of time. 

Below is the link to an overview of the proposed CIP plan for the City of Toledo for 2008 - 2012. This plan is before Toledo City Council for approval. Once approved, the entire plan will be available.

Debt Management 

Debt Management oversees the City's debt portfolio, providing centralized management to ensure accountability, control and judicious application of public resources, while conforming to both legal and administrative policies for management of debt.

Along the guidelines set forth in the Debt Policy, the City of Toledo has outstanding obligations for $581,863,424, with annual debt service of $80,729,151 as of January 1, 2008.
