Councilman Copeland has been a member of the Toledo City Council since January 2005, when he was appointed to replace Pete Gerken after his resignation. He is involved in government because of his concern for the hard working families of the city and his wish to give back to the Toledo Community.
Phil was born, raised, and educated in Toledo. His educational and professional training was from Gunckel Elementary, Robinson Jr. High, Scott High School and Drexel J. Thrash Training Center for Ohio Laborers. He is the father of four adult children, Lenise, Sarah, Ashley and Jon.
He has been employed with Local 500 since 1966, where he has served and chaired various committees. In 1985, that service and leadership lead to his election as the Secretary/Treasurer of Local 500.
