The Division of Engineering Services is responsible to the Citizens of Toledo and the Department of Public Utilities to replace and upgrade the Public Utility Distribution and Transportation Systems. This includes water lines, sanitary sewers, and storm water facilities, public sidewalks, pedestrian ramps, streets and alleys. In addition, Engineering Services is responsible for street lighting, plan reviews, inspection of construction within the public rights of way and open space planning.
2008 Main Goals:
1. REPAVE 40 MILES OF ROADWAYS AND BUILD FIVE MILES OF BIKE PATHS BY NOVEMBER 30, 2008.
In order to enhance travel, maintain a solid infrastructure and provide opportunity for low impact transportation options.
2. CONSTRUCT THE SHANTEE CREEK PHASE 4A PROJECT BY DECEMBER 31, 2008.
Engineering Services will construct the Shantee Creek Phase 4A project from Detroit Avenue through the Norfolk-Southern tracks to complete this multi-phase improvement to Shantee Creek and significantly reduce the flooding risk to the surrounding neighborhood.
3. REDUCE SEWER INFLOW IN THE LAGRANGE AREA BY REMOVING 150 SOURCES BY NOVEMBER 1, 2008.
Engineering Services will implement the private inflow removal assistance program in the Lagrange area to reduce storm water inflow into the system, which causes basement backups and system overloads. This program will continue and complement previous efforts in the River Road, Parkside and Woodsdale areas.
Roadway Engineering
The Roadway Engineering unit provides design and construction engineering for roadway improvements consisting of major and minor streets, reconstruction, reconditioning, rehabilitation and pavement preservation. A listing of the projects is attached below as a document. This unit is also complying with legally mandated installations of curb ramps citywide.
Construction Engineering
The Construction unit provides construction inspection and engineering for public and private site developments for installation of storm and sanitary sewer systems, waterlines, and adjacent right-of-way improvements. They also oversee the Sidewalk Program, which averaged $1.15M in construction costs annually. Oversight of the utility cuts is also provided by the unit through issuance of permits, management and inspection of the utility cut repair locations done by private utility companies.
Street Lighting
The Street Lighting unit provides upgraded and new street lighting installations and addresses needed street light maintenance issues.
Open Space Planning 
Open Space Planning was moved into Engineering Services as a new operation in 2007. The unit provides planning and design services for Toledo parks, beautification projects as well as Bike/Walking Path projects. Utility Engineering
The Utility Engineering unit provides planning, design and construction engineering for Storm Water, Sanitary Sewer and Water Line projects.
Storm Water Engineering
Toledo has been actively implementing a new storm water program with the initial emphasis on the open ditch and creek collection system. Major improvements have been completed, with much more to be done. A listing of the current and proposed projects is attached below as a document.
Water Distribution Engineering 
In early 2008, construction of a new water main connecting the plant in east Toledo to the west Toledo will be completed. This has been the largest single water project ever for Toledo. In 2008, a new main to Berkey, Ohio and a distribution system is planned. A listing of the other current and proposed projects is attached below as a document.
Sanitary Sewer Engineering
Major efforts center around improving the system to reduce sewer overflows and basement backups that can occur during wet weather, as well as rehabilitation and replacement of older, deteriorating sewers. A basement flooding grant program has been initiated to assist homeowners who have experienced problems.
