The Department of Public Utilities Discount Programs
The Department of Public Utilities offers Water/Sewer/Storm Water Discounts to senior citizens and disabled people within the City of Toledo who are enrolled in the Lucas County Homestead Exemption Program.
The Department of Public Utilities currently offers Toledo residents four discounts - three are based on the County's homestead exemption and one is based solely on age.
Water Discount (Homestead)
This discount provides a 25% reduction in the water rate for the first 2,000 cubic feet of consumption to homeowners who qualify for the Lucas County Homestead Exemption Program. To be eligible: (1) the consumer must receive service from a single meter at a single housing unit used solely for residential purposes, (2) the consumer or spouse must be personally responsible for payment of the bill as the head of household, and (3) the consumer must be certified by the Lucas County Homestead Exemption Program as being 65 years of age or older or totally and permanently disabled at any age.
Sewer Discount (Homestead)
This discount provides a 25% reduction in the sewer rate for the first 2,000 cubic feet of consumption to homeowners who qualify for the Lucas County Homestead Exemption Program. To be eligible: (1) the consumer must receive service from a single meter at a single housing unit used solely for residential purposes, (2) the consumer or spouse must be personally responsible for payment of the bill as the head of household, and (3) the consumer must be certified by the Lucas County Homestead Exemption Program as being 65 years of age or older or totally and permanently disabled at any age.
Storm Water Discount (Homestead)
This discount provides a 20% reduction in the storm water rate to customers who qualify for the Lucas County Homestead Exemption Program. It reduces the monthly storm water charge from $3.16 to $2.37. To be eligible: (1) the consumer must receive service from a single meter at a single housing unit used solely for residential purposes, (2) the consumer or spouse be personally responsible for payment of the bill as the head of household, and (3) the consumer must be certified by the Lucas County Homestead Exemption Program as being 65 years of age or older or totally and permanently disabled at any age.
Water Discount (Senior)
This discount provides a reduction in the minimum usage with a standard 5/8 inch meter from 2,000 to 1,000 cubic feet for homeowners who are 65 years of age or older. The consumer must take service from a single meter for a single unit utilized solely for residential purposes as the permanent residence of the consumer for which the consumer or the consumer's spouse is personally responsible for payment of the bill as the head of household.

Once approved for the property tax Homestead Exemption, you are eligible for the discount program with the City of Toledo's Department of Public Utilities.
