Councilwoman Betty Shultz is a powerful voice on Toledo City Council, and has been an elected office holder for over 30 consecutive years. She was first elected to a 4-year term on Toledo City Council in 1993 representing District 5. She was appointed as an at-large member of Toledo City Council in April of 1997, and was re-elected as the only woman to hold an at-large seat in November of 1997. She also won elections for the seat in 2001 and 2005. She served for many years as a board member and board president with Washington Local Schools.

Mrs. Shultz is known for her tenacity, and ability to take on complex issues, analyze subjects and suggest improvements that ultimately bring about better city projects. She is not afraid to ask tough questions and take on issues she believes in, regardless of their popularity.

She is dedicated to making the City of Toledo competitive and up to date in the area of computerization. She regularly leads research missions with senior administration leaders to visit communities with outstanding high tech capabilities. She is an advocate for dependable, safe and economical utility rates. She has consistently demanded financial accountability.

Washington Local Board of Education 1976 -1993

Betty Shultz became active in her children' s school as a young mother and was voted in as a member of the Washington Local School Board in 1976. She was elected to five consecutive terms, and served three of those terms as School Board President.  While on the School Board, she helped to design a tax abatement program that later became state Law.

Mrs. Shultz earned numerous honors as she led the Board including her selection to:

  • Northwest Ohio School Board
  • All-Ohio School Board (one of 5 selected, and the only woman to receive the honor)

And she was a member of:

  • The Education Marketing Group, creating a national model for educational programs
  • Washington Local Athletic Board of Control (first woman ever to serve)

And she received the following awards:

  • Friend of Education, Washington local Teacher s Association, 1991
  • Outstanding Leadership, Ohio County Superintendents, 1988

Councilwoman Shultz's former employers include:

  • 1948 to 1963      Ohio Bell Telephone Company -Operator, -Supervisor, -Instructor
  • 1980 to 1993   Lucas County, Ohio    Building Regulation Department:   -Administrative Secretary

Councilwoman Shultz's educational background is as follows:

  • Libbey High School, graduated, 1948
  • Stautzenberger Business College, attended
