Alley Cleaning

The Alley Cleaning Program is designed to improve the overall cleanliness and aesthetic appearance of the alley rights-of-way within the City of Toledo. This program is designed to perform general housekeeping-type tasks, such as hand cleaning, debris removal, and overgrowth trimming, which will enhance the alley as well as the neighborhood.

The alley cleaning operation consists of hand cleaning crews removing all litter, debris, and garbage as well as cutting back the vegetation overgrowing into the alley, which detracts from the appearance of the alley. The overgrowth trimming operation shall consist of the trimming and removal of trees, shrubs, hanging branches and vegetation that is extending into the alley right-of-way, which will be cut back to the right-of-way line. Low hanging branches on trees, shrubs, etc., shall be trimmed with hand tools and power trimmers to get a clear height of arm’s reach. Weeds and vegetation shall be trimmed flush with the ground. The alley right-of-way or work area will be from public right-of-way line to public right of-way line, which is best described by either the property owner’s rear fence line or in some cases the garage line on each side of the alley. The alley cleaning supervisor will be responsible for making a field judgment as to the extent of cleaning, trimming and removal operations to be performed where debris/vegetation is located on the public right-of-way line. Generally, 3 feet beyond the right-of-way can extend the clean up area for picking up of debris, garbage, etc. in an effort to improve the alley appearance.

Alleys are checked approximately every sixty (60) days for debris and vegetation overgrowth then scheduled for cleaning as needed. This year under the alley-cleaning program we will continue the alley vegetation spraying of selected locations.

Any potholes or other surface depressions will be noted and scheduled for repair. In unimproved alleys (stone) additional stone will be placed as needed and alley regraded as necessary.

Street Sweeping

The street sweeping program is designed to improve the overall cleanliness and aesthetic appearance of the public rights-of-way on improved streets with curbs within the City of Toledo

The street sweeping operation consists of mechanically removing small debris and leaves from the street.  Areas of the City of Toledo that have permanently posted street sweeping signs are scheduled to be swept twice a month April 1st through September 30th.  In general all other streets are scheduled for sweeping once every three weeks.  During the weeks July 1, 2007 through July 14, 2007 scheduled sweeping is suspended due to holidays and vacations.  Normally the work day following refuse pick-up is when the scheduled sweep will occur.

Effectiveness of the street sweeping program can be hindered due to unsuitable weather conditions, vehicles parked on the street, grass clippings and large debris, including but not limited to tree limbs placed in the street.


Leaf Collection

Leaf Collection has been completed for the 2007 Season. Please bag any remaining leaves and take them out to the curb for collection.

Once the 2008 leaf collection program has been scheduled it will be posted on this web page.

Any piles with brush, tree limbs or material other than leaves will not be collected.  Limbs and brush should be set out for your weekly trash pickup.  Limbs and brush should be bundled together not exceeding 6 feet or weighing more than 40 pounds.  For more information on the weekly trash pickup please visit the Solid Waste web page.

The Division of Streets, Bridges and Harbor has completed final preparations for the snow and ice control operations for the 2007-2008 winter season.
During snow and ice control call-outs, all available manpower in the Division is available and utilized, as needed, based on the storm severity.  Duty Supervisors are set up so that a round-the-clock operation can be maintained.  The snow and ice control program follows a five-stage plan whereby the major streets receive the first service on a four-phase priority basis.  Upon call-out for snow and ice control, Streets, Bridges and Harbor crews are assigned to designated routes on a priority determined by the amount of traffic the street carries.  These priorities are as follows: 

Phase I - all streets with traffic counts greater than 7,500 vehicles per day including hospitals, fire stations, and the Downtown TARTA Bus Loop;

Phase II - all streets with greater than 2,500 vehicles but less than 7,500 vehicles including all TARTA bus routes;

Phase III - streets with less than 2,500 vehicles per day but which serve as feeder lines to main arteries, streets adjacent to schools, churches, hospitals, funeral homes, major commercial and industrial areas and other places of high people concentration, school bus routes, and known hazardous areas; and,

Phase IV - all remaining streets in the city.  Several additional vehicles specifically salt and plow bridge decks.  After bridge roadways have been cleared of snow, the bridge sidewalks are cleared with priority given to safe school routes.  Along with these operations, additional programs and auxiliary manpower and equipment are scheduled into the Division's overall snow and ice control system to expedite and increase service during the heavier snowfalls.
