Every eligible employee who wishes to have coverage for the 2024 plan year must re-enroll in benefits before April 19, 2024, to continue receiving coverage for the next plan year. All changes made during open enrollment are effective June 1, 2024.

Health Insurance


The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. The information under health insurance excludes Local 92 - Firefighters.

    Employee Assistance Program

    The City of Toledo provides an employee assistance program (EAP) for its employees through Lighthouse Telehealth. To schedule your EAP appointment, call 419-475-5338. You may request a specific clinician.

    Group Life Insurance

    City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

    Ohio Public Employees Retirement Plan

    The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio. Membership begins from the first date of employment.

    OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

    Ohio Police & Fire Pension Fund

    The City of Toledo is a member of the Ohio Police & Fire Pension Fund (OP& F or Fund). City of Toledo police officers and
    firefighters contribute 12.25% of their base annual salary to the Fund. For police officers, the City contributes 19.50% of their base annual salary and for firefighters, the City contributes 24.00% of their base annual salary.

    What is a 457(b) deferred compensation plan?

    A governmental 457(b) deferred compensation plan is a voluntary retirement savings plan that allows participants to supplement any existing retirement/pension benefit by saving and investing pre-tax dollars through payroll contributions. Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. The number 457 refers to the section of the federal Internal Revenue Code that establishes deferred compensation plan rules.

    With a 457(b) plan like Ohio Deferred Compensation, you can put some of your taxes on hold by reducing the amount of taxes withheld from your pay. Withdrawals are taxed as ordinary income. Please keep in mind that due to IRS regulations, you normally cannot withdraw your retirement savings from Ohio DC until you have terminated employment or qualify for an unforeseeable emergency.

    Roth 457(b) option

    Ohio DC participants can also choose to make payroll contributions to the Roth 457 option. A Roth option lets you make contributions that are not tax deductible, but provides tax-free distributions, after certain conditions are met. Deciding whether to make Roth contributions will depend on your individual financial circumstances, such as your current income and anticipated income in retirement, and current and future tax rates.     How do I enroll in a Roth 457?

    You can enroll in a Roth account online, or by requesting paperwork at 877-644-6457. Existing participants will need to log in online and add an account to enroll in Roth 457.

    401(k)

    The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k) and is managed by Premier Planning Group.

    Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

    Roth 401(k)

    The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

    Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
